Tobias Friedly has ported Super Mario Galaxy to the Game Boy Advance and released the full engine and game source code on GitHub. The GBA runs on a 16.78 MHz ARM7TDMI processor. The Wii ran on a 729 MHz Broadway CPU. This port runs anyway.

No original assets are included, so builders must supply their own Wii ISO. The port borrows heavily from the recently completed decompilation of the original Wii game, which accelerated development significantly. Star pointer input is preserved despite the GBA's limited control scheme, and star bit collection is automated to compensate for missing buttons.

The original article links directly to the GitHub repository and the announcement video, where you can judge the frame rate yourself. What's worth reading in full is the detail on how the decompiled Wii source was adapted to hardware with a fraction of the original's memory and processing power. The gap between those two platforms is the real story here.
